However, the Mayo Clinic suggests that about 40 percent of adults are comfortable with the use of alternative care techniques. These patients might be more pleased with programs that offer:

• Aromatherapy
• Nutritional supplementation
• Adventure therapy

Environment of Special Treatment

Not all special treatment programs have the same internal look and feel. Some are similar to hospitals or public health clinics, as they have a similar industrial or institutional vibe. Other facilities, including so-called luxury rehab clinics, provide patients with lovely settings, including beautifully manicured grounds and professionally decorated interiors. These luxury programs may provide the same kind of intensive help for addiction, but the luxurious setting might make some patients feel more comfortable and nurtured and that might encourage some patients to stay enrolled instead of dropping out.

Exclusions

You Do Not Require a License if Special Treatments Are Provided in The Following Circumstances:

• There is no reward or gain – all treatments are provided free of any sort of charge or donation
• Treatments are not provided at premises – for example, mobile services provided from a clients’ own homes or a vehicle
• In a hospital or nursing home, special treatment are delivered by or under the supervision of medical doctors, dentists, and other non-medical professionals.
• Treatments are rendered by an individual who is a member of a body of health practitioners who has been certified for exemption by this council at the relevant stage.

How to Licence a Special Treatment Premises

You must obtain a license from the Royal Borough of Greenwich in order to offer special treatments and massages on your premises. The therapist who performs the therapy must also be a member of our database. The license is valid for one year and must be renewed every year after that.

• Applying for A Licence– To make an application for a massage and special treatment license, contact the Environmental Health – Commercial team.
• Penalties and Offenses– Unless an exception applies (see exemptions above), it is illegal to prescribe or advertise the availability of a special treatment without a license. Anyone found guilty of a crime could face a fine of up to £2,500.
• Renewal of a Premises Licence for Special Treatment– Special treatment premises licenses are only valid for one year and must be renewed every year. To be considered a renewal, the application must be issued before the existing license expires; otherwise, it would be considered a new application.
• Charges– Renewal of a license for a facility that has one or more reduced or normal risk care costs £341. Renewal of a license for premises delivering one or more high-risk care costs £682.
• Application– Alternatively, you can mail the form to the Special Treatments Licensing Team, 222 Upper Street, Islington, London N1 1XR, along with a check for the required fee made payable to Islington Council.
• After you Application– You must show a notice of renewal for a period of 28 days after submitting your application. The notice form is available for download in the ‘Useful documents’ section below.
• Apply for a New Premises Licence– Who needs to apply and how to send an application for a new special treatments premises licence.
• Overview– If you run an establishment for ‘special treatments’ in Islington you will require a special treatments premises licence.

An establishment for special treatments’ means any premises used for providing:

• Massage
• Manicure
• Acupuncture
• Tattooing/micropigmentation
• Cosmetic piercing of any part of the body
• Chiropody
• Beauty special treatments involving the application of light, electric or vapour
• Sauna, steam baths or other baths, and
• Any other treatment of a like kind

Licences are granted on an annual basis, and an application for renewal needs to be made each year.

After you Apply

What you need to do?

You need to ensure all the relevant safety documents are available upon inspection at the special treatment premises (see guidance notes and application form under ‘Useful documents’ below). You also need to advertise your application by displaying a notice on the premises for 28 days. You can download this from ‘Useful documents’ below.  Copies of your application will also need to be sent to the fire brigade and Police. We will do this on your behalf if you make your application electronically. 

What We Do?

We’ll need to conduct a review of the special treament premises to see whether they meet our protection and licensing requirements. Before an operating license can be given, we can request that work be completed. If there are no objections to an application, the license will be accepted after the 28-day extension period has expired. The council licensing committee will decide whether the license should be issued for the special treatment premise or not if there are any objections. You will be informed at least two weeks ahead of time if your application is referred.

You have 21 days to file an appeal after receiving notice of the licensing committee’s decision not to grant a license. Appeals will be heard in the central magistrates’ court.

Apply

You must be at least 18 years old and provide the following information:

• A completed application form (available in the ‘Useful documents’ section below)
• A floor plan of the building
• A valid passport or driver’s license photo ID* evidence of residential address* details on any felony convictions that have not yet been served the required fee

*Only if you’re submitting an application as a person.

Fees

The fee for applying for a special treatment license is determined by the type of license you’re applying for:

It costs £442 to provide one or more low or normal risk special treatments, and £780 to provide one or more high-risk treatments. These papers, along with the required fee (payable to Islington Council), must be sent to the Special Treatments Licensing Team, 222 Upper Street, London N1 1XR.

Concerning a Premises Licence

A premises permit is issued for a certain site and specifies the kinds of procedures that can be carried out there.

What is a Licensed Premise – This credential is valid for one year until it is revoked. Before the expired license expires, an application is made to extend the license; if not, a new application must be made.

A License may be Modified – If you only administer special treatments in a client’s home and the treatments are only given to the client, you don’t require a license.

A fee is paid for issuing, renewing, updating, and transferring a license.

More Details

No medical professional is expected to know about all of the addiction special treatment therapies available, and it’s unreasonable to expect that a doctor would know patients so well that matching would be a snap.
